This is an original manufacturer supplied replacement bolt designed for use with Snapper lawn mowers. It is generally used to secure wheel brackets to the deck. It is designed with a square area under bolts head which allows it to stay in place while the lock nut (sold separately) is being tightened. Please note this bolt is sold individually.
