Rear axle was stripped out on the left side. This caused the wheel to set in at the top rubbing against the frame.

I removed the bolt on the left side of the axle. I removed the handle since the axle runs through it. Then I removed the axle. I reassembled it in the reverse manner. Put the wheels back on and it worked like new as it should. Easy repair!
