Removed temporary handle from another mower(was not a proper fit, but allowed me to use mower until proper one was received) unhooked release cable from control handle, removed control handle from upper bar holes.

Read more to proper hole on right side of upper bar( checking for proper cable tension ), note: when control handle is in proper holes in upper bar, brake cable will be engaged when left side of control handle is placed in proper hole on left side, now place left side of control handle in proper hole in left side of upper bar while keeping cable end in place. Once all connected, check operation. Proper release of brake. Use pliers from toward engine to put slight pressure on control handle cover from curved end across to opposite curve end. Check for operation and all done in 5 minutes.
