Original idler pulley had a broken flange which let the drive belt slip off.

1. Removed the bolt holding the idler pulley and belt keeper from chassis.
2. Ordered new pulley and bolt/nut ( old bolt and nut were toast)
3. Received new pieces and installed in reverse order, after figuring out how the belt keeper was positioned.
4. Test drive tractor - Success.
