After installing handle and cable assembly the handle would not release from the engaged position after letting go of engine throttle control lever. Had to remove throttle lever then the handle to pry it apart till the cable released. That of course loosened the entire workings apart. Tried to reassemble. But it performed same the malfunction. I looked to see how the old one was hooked up to the mower. Then I removed the the bolts and nuts from control on the upper handle, then removed the bottom of the cable, and hooked up the Z hook to the governor.
