1. Unscrewed and removed the handle.
2. Removed the broken throttle lockout.
3. Replaced the new throttle lockout.
4. Replaced the handle.

I used a hex wrench to remove screws of gear case cover. Placed the missing seal (used a small flathead screwdriver to push it in place in order to close cover). Replaced worn gasket and added grease. Used a phillip screwdriver to remove handle screws and replaced broken throttle lockout.
