This is a genuine Black and Decker replacement part, it is sold individually. The 90558113 filter bag is situated behind the 90558115 pre-filter to make sure dirt and debris do not get into the motor and damage it. It can be cleaned by blowing air through it. It is advisable to replace it when this is done a couple of times.
