Flange guard had a tab on the inside of the circle area was too long - needed to file it down in order to make it fit properly. Screws ordered were not right size, but found replacement screws in my screw bin.

Remove the grinding whelel and safety guard,then removed 3 screws that holds spring washer retainer in place,installed new spring washer and reassembled after I spent 10 minutes looking for a lost screw that I dropped .
