1. Jacked front end of tractor up and relieved belt tension; drained all of the oil.
2. Removed four bolts holding engine to frame and disconnected electrical and fuel fittings.
3. Lifted engine over to work bench.
4. Removed large pulley bolt with impact wrench and removed pulley with steering wheel puller.
5. Re moved several 6mm bolts from engine case and split cases CAREFULLY with pry bars.
6. Removed seal from case and scraped old gasket material off of mating surface.
7. Replaced broken governor assembly with new one; reapplied new gasket material to mating surface and drove new seal in with large socket.
8. Replaced bolts and torqued to 7 ft/lbs in criss cross manner.
9. Reassembled everything like it all came apart.

removed engine ,removed oil sump, installed new governor, reasembled and parts fit perfectly
repair was a simple fix, up and running in less than 1 hour

Would only run max rpm with not resistance in the govern throttle control

Nutdriver, Pliers, Screw drivers, Socket set
Remove the throttle cable
Remove engine mount bolts
Disconnect the fuel line
Disconnect the wiring harness plug
Drain the oil
Remove the pulley shaft from the crank shaft
Pick the engine up and flip over with the oil pan facing up
Remove the oil pan from the engine
Remove the old govern gear
Locate and remove the govern pin usually laying in th engine block
Remove the flat washer from the govern shaft
Place the new washer on the govern shaft
Place the govern pin in the govern gear where the shaft comes thru the center
Place the assembly on the govern shaft until it snaps on
Clean the surface of the oil pan and engine block before applying rtv to the edges all the way around
Bolt the pan back on and mount the engine replacing all of the removed parts back to the engine.

Locate and remove
