The oil seal attaches to the cylinder assembly. This is an authentic Honda and Toro replacement part used in compatible small engines. This item is available as an individual replacement part. It is made of metal and rubber and will require replacing if it breaks. A screwdriver and a set of pliers may be required during the replacement of this part.

Remove housing, hand pull rope assembly and flywheel.
Drill 2 small holes in seal and install self tapping screws.
Pull seal out by pulling up the screws.
Carefully clean the engine and parts, dry.
Use seal installer or large socket to press in new seal.
Reinstall flywheel and torque.

Took of starter rope housing-three nuts
I then used a slide hammer to pull the fly wheel off the shaft.
Tie the brake handle on the handle down to release the brake from the fly wheel before you pull the fly wheel.
I used a sharp pick to pull the old seal out.

Disassembled pressure washer to get to flywheel. Removed flywheel, and replaced crank seal. Tapped new seal in place with hammer and large flat punch around perimeter. Reassembled engine.
