Determined that the engine was not getting enough gas. removed all of the linkages attached to the carburetor and then removed the carburetor from the engine. Disassembled the carburetor, used an aerosol carburetor cleaner to clean the parts, then scraped off all of the old gasket material that was left on the carburetor. Used a small o-r ing pick to remove the old needle seat. Again, using the aerosol cleaner, cleaned the opening making sure no particles from the old seat were left there. installed the new seat, (this was a Briggs engine, so the side of the seat with groves went into the carburetor first), installed the new needle valve and float (reused the old float), reassembled the carburetor. Installed the new spacer and carburetor on the engine and attached all of the linkages. Cranked the engine, it started and would run and idle with the choke completely off. This repair was completely successful.

Worked my way down to the carb.
Took it apart and cleaned with carb spray cleaner
Tried to insert rubber valve seat but didn\'t fit,
Noticed that valve wasn\'t same as one from carb which has rubber at cone end, so I cleaned that one up and used it instead.
Found three of the gaskets that matched, and reassembled .
The only parts I used after spending over $30 were three gaskets.
Runs fine. Don\'t know what went wrong. I matched the model number off engine. Maybe they used a different carb.
Anyhow, it blows snow.
