Not an easy replacement, but solved the tracking problem.
It took me a couple of tries to figure out how to get the old belt roller/drive belt off, (you have to remove both the roller nut (left hand threads) and the motor nut (right hand threads) and pry the belt pullies off equally to remove the drive roller. Now that that is done, no more belt slippage and tracking problems.

Removed the drive belt cover, drive belt, nut, toothed pulley, washers and bushings, and the pulley assembly.
I then replaced, in reverse order, all of these parts with the new parts that came in the repair kit.

It seems like since this part fits the older sander, that it could be listed as a replacement part which is a substitution of the obsolete part.
