This is an original replacement part sourced directly from the manufacturer. The contact arm assembly is commonly found in Milwaukee band files. This is a complete assembly, including the arm with a wheel and contact pads attached, and a plastic knob with metal bolt for attachment. This part is used to hold a narrow ring of sandpaper. No tools are required when replacing this part. Simply remove the plastic knob to free the old part, then fix the new part into place with the new knob.
