1- Gripped sander disc hub with pliers to hold in place; pushed locking ring in to engage hole in shaft
2- Turned disc off counter-clockwise by hand
3- Reversed procedure to install new disc; pulled locking ring out from shaft

Pad and bearing worn out

Removed the worn pad, then all of the internal parts until I got to the bearing in the hub. Installed the new bearing. Replaced the internal parts as they were and then installed the new pad.
