Unscrews Allen key both of them.
Removed shaft.
Inserted new shaft and tighten Allen key

The wheel had cracked and broke in half and the wheel frame had bent.

I removed the wheel and the frame and placed the new parts on. It really is an easy repair. Just remove and replace.
