Hex cap screw holding clam-shell drive pulley had loosened and caused original belt to slip and eventually glaze very badly.

Screwdriver, Socket set, Vise grips for holding crank-shaft stationary
Parts Used
1) Remove two screws (1/2") holding the drive pulley shroud.
2) Use vise-grip pliers to clamp onto engine crank shaft to keep from turning while tightening screw that holds clam-shell pulley together that screws into end of crank shaft.
3) Remove two screws that hold shroud around lower pully (blade end).
4) Pull cotter pin and remove lower end of height adjustment rod (will allow slack necessary for belt replacement).
5) Remove old belt.
6) Install new belt making sure it is not twisted.
7) Replace upper and lower shroud and reinstall screws.
8) Replace lower end of height adjustment rod and cotter pin.
9) Get back to work before wifey sees you loafing!

Blade worn out and needed a new belt

Used a socket set to remove parts to install new belt and blade. Also changed the spark plug for good health of unit. It runs much better and cuts well.
