I ordered a new replacement carb and when I removed it I found that the adapter housing that holds it to the engine was cracked and causing a vacuum leak, which would cause the problems that I had. Luckily the new plastic adapter and gasket was available and I just had to wait a few days for the new parts to arrive to put everything back together again and it runs fine now.

Remove air filter housing cover and air filter. Remove two screws holding the back of the air filter housing and carb on to the carb adapter. Remove carb. Remove two screws that attach carb adapter to motor. Place new gasket on engine side of carb adapter. Replace carb adapter with two screws. Place new carb gasket, carb, and the back of the air filter housing on carb adapter with two crews. Replace air filter and air filter housing cover. Its best to reassemble with new gaskets. Make sure the small hole in the carb where it mounts to the carb adapter isn't bloked by the gasket. This small hole allows the impulse from the engine to operate the fuel pump in the carb. Chances are, if your changing all these parts, a new carb, fuel lines, and fuel filter are needed.
