Question: Charger Doesn't Work

When I plug in the charger, it doesn't work. The fuse is good. It does not charge the battery and the light doesn't come on when plugged in.

WHEN THE CHARGER IS PLUGGED INTO THE RECEPTACLE/WALL OUTLET, THE LIGHT DOES NOT COME ON BECAUSE THE CHARGER IS IN THE OFF MODE. WHEN YOU INSERT A LIVE BATTERY IN THE CHARGER, IT WILL BACKFEED VOLTAGE INTO THE CHARGER AND THAT'S WHAT TURNS THE UNIT ON AND THE LIGHT WILL COME ON AND START CHARGING THE BATTERY. THE BATTERY YOU PLUG INTO THE CHARGER MUST HAVE FROM 9 TO 12 VOLTS. BAD BATTERIES DO NOT RETAIN ENOUGH VOLTAGE TO TURN THE CHARGER ON, NO EXCEPTIONS.

If the battery is good, what then? I know the batteries I have are charging well on another charger.
