We are pulling up tile but our jack hammer doesn't seem to have enough strength to pull up the tile.

You need a medium-size chipping hammer. I would suggest using a smaller bit, maybe one inch. It's always best to remove all old thinset down to concrete. I don't know what you are putting down again, but if only tile is coming up and thinset is really bonded well to the concrete, go over the existing thinset. Remember to make sure it is bonded well. Tap the thinset with a hammer for hollow spots. If it's hollow, you must remove it.
