The motor on my Makita 2012nb planer sounds like it is straining when I turn it on before I even attempt to plane anything. It (the motor) also seems to be getting hot and producing that hot electrical smell. Is the motor shot or can it be repaired?
The screw is likely held in with some loctite. You may need to use a small impact driver to remove the screw. You probably won't have much success removing the pulley to replace the belt. Your best bet is to heat the belt in some hot or even boiling water. Then using gloves, carefully try to mount the belt. The heated belt will be much more pliable and you should be able to slide it over the pulleys.
