small hole, half way under the cap, is indented almost like a screw or allen hole, is leaking fuel. Do you know what I am talking about?

I cannot see what may cause a fuel leak under the 501764403 cap. You may want to contact the manufacture @ 800-487-5951 and ask for technical service. Hopefully they will be able to help you with your question.
