Sander ran too fast, was hard to control, and the self braking no longer worked
Remove the hook and loop pad by removing four screws. The old friction ring had already been removed. Orient the new friction ring with the two slots and carefully push it into place by hand. This takes a few minutes and a little bit of patience.
Replace the hook and loop pad.
Viola! It worked like a new sander.
NOTE: I called the Bosch customer service representative for sanders for the part number and he had no idea what part I needed. I had to dig a little more to find the parts diagram and there it was on your site.

Spinning more than random orbit motion
Remove the pad. Pull off old friction ring. Put on new one being sure to align tabs made for proper fit.
