Hello jerryandrus1,

The manufacture doesn't mention anything regarding HEPA in their description of the 5140051-60 filter. By looking at this filter it seems to made of a paper material with some fiber included with in it. It might stand up for maybe one or two washings, but after that I would think it would start deteriorating and break apart.

Do the Black and Decker Dust Buster Type 1 and the Type 3 have different filters?

When I put the part number in your system the type 1 comes up but my model number tag has Type 3 on it. The type 1 looks like the one I have but I am afraid to get the wrong filters.

I have looked for a HV9010P Type 3 and cannot locate one. Just go ahead a order the part you need for the type 1 and if they aren't they right ones. Just call us and we will return for you at no cost.

My vacuum shuts off after 1 or 2 minutes of work. I have to wait half an hour to be able power on again.

When the motor over heats, it shuts off to prevent damage. When it as cooled, it will come back on. Clean your filters and see if that helps since it should not overheat that fast. Clogged filters also reduces the suction. Take it back if that does not work. You must clean your filters each time you use it however. When it is really dirty I use a fingernail brush and water to clean the outer filter and unclog the holes. I wash the exhaust filter also. You may be able to wash the 2nd cone filter also but I use a toothbrush and brush it off outside. You could used a blower to blow from the inside out to clean also but I would wear a mask. You can buy replacement filters.

The roller brush won't spin. Is there a belt that goes in there?
I can't seem to find it on the parts sheet. It looks like there should be one. Thanks.

There are no separate parts available for the brush attachment. However, the brush attachment is available as a entire assembly. The brush is part #5140048-65 and is available from http://www.ereplacementparts.com.
