This is an authentic OEM component from Horizon Fitness. The plastic washer is made for use with many traditional elliptical machines. The washer helps to secure the pedal to the lower link arm, and is sold individually. Keep in mind, four washers are used for each pedal. It is encouraged to purchase spares as they can wear over time and regular use. A wrench (005412-00) or a Phillips head screwdriver is needed for the installation.

Replace the Bushings on both foot decks.
I had to pound a couple of them out with a screwdriver and hammer.
They were worn to an oblong opening. Replacing them tightened up the foot decks and then I replaced the white plastic-type washers at some of the other connections where the schematic shows they should be but had worn completely off the machine.
