replaced the switch, but besides the switch, i had the rechargeable batteries batteries and they were the wrong batteries. they fixed it by applying solder balls to the contact areas to make contact with the switch.

Simply open the dremel, pull rotary switch off of motor. Replace with new switch and re assemble.
