sloppy steering
When I removed the plastic cowling from the steering shaft I found that the shoulder bolt connecting the two shafts was installed incorrectly. I installed it correctly and that fixed the excess slop. Since I had the kit I went ahead and installed it.
I searched online for loose steering on TB30R and found a nice video with all the steps.
With the new kit there is no bending required as it has a plastic piece that makes everything tight. The kit includes an instruction sheet as well with the steps to follow.

New OEM part as represented. Manufacturer was no longer selling just the part and instead only had "an assembly" at four times the cost. Fast delivery unlike manufacturer's. Timely, but easy, repair that solved my problem.
    See above.
