True root cause was a failed safety switch in the transmission. The switch was supposed to close when the transmission gear shifter was placed in neutral. Probably didn't need to replace the starter switch and the solenoid but they work fine.

    1. Took pictures of old installation before removing the old solenoid because instructions were not clear and no wiring diagram was provided. And the new one was a bit different.
    Ia. Disconnected battery.
    2. Removed old solenoid with wires in place.
    3. Installed new solenoid on the mower.
    4. Transferred wires from old solenoid one at a time to the replacement.

Ck'ed electrical system and traced issue to defective starter solenoid. Replacement part was exact item needed. Placement of solenoid behind plastic dashboard was inconvenient & difficult to remove. Necessitated 1/4 inch drive socket wrench with long extension & 7/16 socket as well as open end wrench to loosen/tighten. Also had to remove wiring harness and used zip ties to hold out if way. The foam cushion was an exact replacement as well. Simply removed old one, attached new with contact cement.
