This is just a bad design on Porter Cable's part. This constantly busts on a regular basis with use so if you own this particular Porter Cable router - get ready for repairs.

Missing retaining ring

Without the retaining ring, the shaft that held the motor in place would let the motor slip and that made the depth of the router bit change while routing.
I had to use a needle nose pliers to hold the retaining ring and then snap it into place.

The retaining ring was missing from my router to hold in the release to adjust the bit height.

Clamp was worn out disallowing adjustability

Removed retaining clip, remove and replace clamp, replace (very small clip), make final adjustments. Be very careful reinstalling the small clip. The retaining clip fits tightly into slot. Be careful that it doesn't spring free from the needle nose pliers and losing the clip.
