It has internal threads that secure the part to the line guide. Simply screw the cap on using a flat-head screwdriver. This part is made out of plastic and it is sold individually.

Took reel apart and replaced pawl cap and spacer very easy,and while reel was apart greased and lubed bearings ,and internal parts ,and new line ,reel is like new again
