Since there are two of them on the fence, I replaced them both.
Remove the screws holding them on.
Install the new pads with the screws.

3. Replace with the new pads.

The original parts were missing but all screws were in tack. This saw has been in a work trailer and gets abuse. I unscrewed the screws except for the far end and screwed in the new parts. My only complaint is when ordering it was not explained that you needed two of each for a complete repair. I needed 2 screws for the end piece and had two screws for each pad on the handle end. Each pad needs 2 screws and the end piece needed 2 screws.
