The bushings were worn and the pedals were loose
Pliers/Channel Lock type are used to grab the edge of each bushing .You pull and turn back and forth to pull them out. Clean the housing and use a little lube to push the new ones in place. I used the recommended synthetic grease on all the bushings on reassembly. While your down there working, clean the tracks where the wheels ride .

Bearings, bolts, spacers were missing or damaged
Replaced bearings and installed new washers, spacers and bolts according to parts list

Gears wore out causing damage to the other parts.
I used an Allen wrench used to remove the covers the gears. I removed and replaced the old parts with the new and then put it back together.

Bushings worn out
1. Removed old bushings.
2. Inserted new bushings. Had to press and hammer into place. Bushings were a tight fit.
