    Fit as described
The part was broken during shipping. It was still usable but could have been packaged better. Also it took a fairly long time to receive. I was notified that it was packaged and shipped the same day as ordered but it took the postal service over a week to get it to me in MO.

Remove the air cleaner assembly. ereplacementparts has a you tube video on this subject. Here it is https://www.youtube.com/watch?v=faM2nla4_u4 . Empty the fuel from the tank or use some tube clamp pliers to stop the flow of fuel. Remove the carburetor from the engine. Remember where the spring and throttle where located. Then start removing the parts from the carb. and laying them on a clean towel. Once all the parts are off, clean the carb. with carb, cleaner. I did use some fishing line to clean out the small passages. Once it was clean and dry, I started to assemble it. I replaced the needle, cup and bowl o-ring. Then installed the float bowl with the o-ring and bolt. Installed the insulator with the gaskets on both sides of it. I then installed the new union and all of the parts attached to it. I removed the muffler, then the gasket and cleaned the area before I installed the new muffler gasket.
Removed the rocker arm cover and replaced the gasket beneath it. Installed a new fuel filter in the tank. Then before I installed the air cleaner, I exchanged the old packing (gasket) for the new one.
    Running great again.

This didn't have anything to do with the starter rope. The insulator is between the engine head and the carburetor. It was cracked and sucking air into the engine. I replaced it by removing the carburetor. The insulator was sent with the exact gaskets to install it. Easy fix and my high pressure washer runs like new. Very happy.
