rope reel sides were breaking off allowing rope to get tangled up with reel spring. the outer exhaust plate was missing.

removed the starter assembly, disassembled the starter to it's individual pieces to remove the rope reel, the spring had come out of its point of connection - with the aid of on-line videos I carefully reset the spring, install the new reel and rethreaded the rope to the reel, more on-line review to add tension to the spring so that the rope would recoil properly
removed the screws securing the guides to the exhaust housing with a T20 torx driver, added the outer exhaust guide and secured the screws
checked operation of the blower
