This is a genuine replacement part which is supplied by the original equipment manufacturer. It is specially designed for use with Honda engines commonly installed on a variety of lawn and garden equipment. The purpose of it is to filter out dirt and other debris from the fuel that is supplied to the engine. It will over time become clogged and restrict the fuel from getting to the carburetor so it will need to be replaced. It is made of a high-quality plastic and is sold individually. Check the diagrams of your model for the correct installation of the new part.

Rather than try to figure out what was leaking, I just bought another carb and choke ass. It is not that expensive, compared to almost $4K for a new blower.
I carefully took photos with my cell phone at each step.
You must remove the shroud to get at the carb. After that, it was sort-of obvious what to do.
The choke cable is attached to the choke assembly with a circle clip that was a bear to remove and replace.
Take careful note of the several springs that must be removed and put back.
After assembly, the motor started on the first pull. No adjustments were required.
