2) Needle nose pliers to squeeze then remove cable clips on both ends,
3) Install new cable using pliers again to seat the end clips,
4) Reinstall housing (4 screws didn't torque them down until after I tested repair)
5) Mower started up and shut down fine (4 screws torqued them tight)
