Squeezing the start handle did not move the control near the engine and was unable to start the mower.
Removed the existing control cable.
The ends were easy.
The middle where it was contained in a holder for both the control & drive cables was nearly impossible. Had to use a needle nose pliers inside the holder to grip the cable and squeeze it and pull to release it from the holder. A frustrating process.
Easily installed the new control cable.
Mower started instantly.

Drive wheel bald / Blade control cable stuck.
Installed new drive wheel and installed new cable both were correct parts and done in about 10 minutes. I do understand why the blade control cable is long, slack is needed to fit. The end's of the control cable are a little bit of a problem not the new one but the old one, to unclip and a screwdriver is needed to close clip end on the old cable once it is removed the new cable is easy to install. Examine the retainer's that holds the cables first, you'll see what I mean about unclipping.
