The drive belt for the Power wheel was worn out
2. Places one edge of the belt on the sander drive wheel and very gently pried the belt over the top of the Power wheel.

Ordered the part.
I left the cover off it was only held on by one screw and then place the belt over the grooved wheels. Actually the belt has to go over one wheel /gear almost a hundred percent ,it's very tight ,and then you take the allen wrench and turn the gear while you're pushing down on the belt so the belt will thread itself on to the other gear. Make sure that the belt is seated well on both gears and then I replaced the cover

Also replaced drive belt. Used a length of 1/2" copper pipe to help slip drive belt onto spindle.

Finally had to enlist a friend to help and it took 4 hand to hold the sander , pry the belt over the pulley with a large screwdriver and then use wrenches to stop the belt from popping off the pulleys as we slowly turned the sander belt to try and walk the belt onto both pulleys.

2. blow out any dust debris from broke belt
3. clamp sander to bench, which allows you to get required leverage
4. place belt on lower gear half way done
5. add a drop of soap to eat 1/2" pipe end
6. slide pipe to other end of belt and at an angle place pipe over shaft and pry / stretch belt on. It slipped on pipe to gear,
7. rotate gears and press belt to seat in place.
8. test sander
9. un plug and replace cover
I needed to replace the belt drive for my portable sander.
