Changed the governer spring and governer idle spring, ac foam filter, and spark plug. Changed the oil and sharpened the blade (processes not related to my purchase). Engine started up with a single pull of the pull cord and has been running beautifully ever since.

Engine would not idle correctly, sounded like it was choked. Changed plug and ordered filter and carburetor.
Removed old foam filter, removed two bolts and pulled carburetor and gas tank off as a complete unit. Adjusted linkage on carburetor to governor. Unscrewed carburetor from gas tank, replaced gaskets, spring, diaphragms with the new parts included and put the carburetor on the tank and the completed until back on the engine. A few pumps of the primer build to see if fuel was reaching the carburetor, replaced the foam filter and one pull of the recoil starter and it ran perfectly right out of the box. Be sure the diaphragm does not tear by over tightening the screws that mount the carburetor to the tank. I found the diaphragm was torn on the old carburetor when I removed it.
