This tube is connected to the fuel line grommet.
Depending on the model you have it is either on the outside of the fuel tank or the inside of the fuel tank
It is attached to the fuel filter inside the tank.
When the primer bulb is pressed, fuel will be forced through this line into the carburetor.
It is used on the model numbers shown below.
