Next I replaced the faulty Circuit Board Assembly and Variable speed switch. This was definitely bad. Put it all back together and works great.

Took longer to read the tips and do the testing than it took to make the repair, very simple installation.
Screws holding the cover were torx drive and very firmly installed. Torx screwdriver stripped the head out on three out of four screws. Fortunately the screws also had a slot for a flat blade drive which allowed removal.
$4.00 switch salvaged a $70 sander.
