This is an authentic replacement part manufactured for use with riding lawnmowers. The steering plate is attached to the right and left steering rods. The gear teeth allow the plate to move to either side when the steering column is turned. This steering plate is available as an individual replacement part, please see your model's part list for associated parts.

2. Removed nut on end of steering column
3. Removed two nuts holding steering plate bracket
4. Slid plate out of bracket
5. Slid in new plate and reinstalled doing step 3, 2 1.

The steering rack plate had worn teeth making steering it impossible.

2. Removed rack cover.
3. Removed rack plate.
4. Put fresh grease on the new plate and the gear.
5. Centered steering wheel
6. Bolted rack and plate into place.
7. Reconnected tie rods with cotter pins

2. Remove steering wheel, rod
3. Disconnect steering arms from wheels.
4. Unscrew steering plate cover from below
5. Remove steering plate from support and replace
6. Reverse process to complete
Steering disengaged on sharp right turns.

2. Remove the cotter pins for both wheels
3. Remove the main nut
4. Remove the 2 plate nuts
5. Replace the steering pinion gear and steering rack plate
6. Reassemble

2. Unbolted nut from steering column and removed.
3. Unbolted steering rack mount.
Removed butterfly clips from each side.
5. Installed steering rack and pinion gear into mount.
6. Inserted steering rods into mount.
7. Installed steering mount assembly and tightened nuts.
8. Inserted butterfly clips into steering arms.
9. Inserted steering column into pinion gear and tightened nut.
10 Reinstalled housing.

2 remove cotter pins from each front wheel
3 unhook linkage from each wheel
4 slide steering rack plate out of bracket
5 slide new steering plate into bracket
6 align wheels straight and hook up linkage and re install cotter pin into each wheel
7 bolt bracket with three 1/2" bolts and you are ready to go.

I searched online for loose steering on TB30R and found a nice video with all the steps.
With the new kit there is no bending required as it has a plastic piece that makes everything tight. The kit includes an instruction sheet as well with the steps to follow.
