This is an authentic OEM supplied replacement kit made for use with snow blowers/throwers. This shear bolt is designed to secure the auger assembly to the transmission axle shaft. It is a safety feature on your snowblower. If the auger gets stock or jammed the way this shear bolt is designed it would snap/break in order to prevent damage to the unit. This kit includes one (1) metal bolt and one (1) lock nut. You would need a wrench in order to complete this repair.
