Question: How To Test Charger

Is there a way to test the Makita 1410 charger? The indicator lights show it to be working. I have a 9.6 v ni-cad battery that is about 2 years old. It has no power when it comes off the charger. I can jury rig an automotive charger and give the battery a 20 sec. boost and it will have power for a good while.

My good ol' drill batteries won't take a charge. My charger is 12 V. but doesn't register more than 4 volts on the voltage meter. Do I need a new charger or new batteries or both?
