Carburetor needed a repair kit.
Remove the air cleaner assembly. Then either remove the fuel from the fuel tank or use a fuel line clamp to stop the flow of fuel and unhook the fuel line. Remove the carburetor. Then remove the bolt that secures the bowl and clean the bowl. Remove the float by removing the float pin. Then remove the parts on the carburetor. Use carburetor cleaner to clean the carburetor inside and out. Use fishing line to clear out the small passages, using anything metal can damage those passages. Now you can start the rebuild by using the parts in the kit. Install all the parts in reverse order. And you're done

Filter-Fuel - 25 050 21-S
Kit, Repair Bowl Replacement - 12 757 37-S

Time Spent Repairing:
More than 2 hours
Tools Used:
Screwdriver, Pliers, Socket set, Wrench Set, Nutdriver, Carb cleaner (dip and spray), small nylon scrub brush.
Lack of maintenance led to gummed up carburetor.
1) Removed cowl from mower for access to carburetor. Removed air cleaner.
2) Removed and disassembled carburetor paying attention to how throttle and governor linkages are hooked up. (A picture taken with phone is a handy reference for re-assembly.)
3) Cleaned carburetor as much as possible with spray carb cleaner, brush and shop air.
4) Placed metal parts of carb in dip basket, soaked in gallon of carb cleaner overnight to remove residue.
5) Reassembled carburetor using parts from repair kit and bowl replacement kit. The mower originally had a solenoid to close off fuel flow when shut off, this was replaced with a bowl mounting plug from the bowl replacement kit. (Replacement solenoid is $70, a $3 on/off valve in the fuel line performs the same function.
6) Cleaned all traces of old gasket from engine block, installed carb using new gasket.
7) Cleaned gas tank, replaced old fuel line and fuel filter. Installed in-line fuel shut off valve.
8) Installed air cleaner assembly, replaced old air filter & pre-filter.
9) Checked oil level, added fuel, and started mower.
10) Ran mower for a few minutes to bring oil up to operating temp. Shut off, drained oil, replaced oil filter and filled with fresh oil.
11) Started mower, let run for a few minutes to check for leaks, shut off fuel flow to carb and let run till motor dies from lack of fuel.
