The blade lever was broken and the deflector had worn out with use.
Took the two screws out of the old deflector and put it the new one on. Removed the lever assembly and put the new one on.

Cable blade break cable was worn out.
1. Removed the blade.
2. Removed screws and bolt holding plastic cover over blade.
3. Removed spring and retainer holding the cable under the mower.
4. Removed from handle bar the cable, pushed out.
5. Removed the Lever Assembly by squeezing together and re-installing new one.
6. Installed the cable reversed of how it was removed.
7. Started mower and tested blade action.
