The installation of casters into the front and rear caster foot required a fair amount of pressure. The amount of pressure was more than I originally anticipated.
1. Put on work gloves.
2. Inserted caster into the rear caster foot
3. Placed rear caster against left knee and applied lots of pressure with the right hand.
4. As pressure was applied twisted the caster

I snapped the caster into the foot. Then slid foot onto the vacuum until it snapped into place. Done.
