Pliers, Socket set, Heavy duty scissors to cut hose
Decided to replace any parts attached to the gas tank while I had the old one off. Could not find a new drain valve but did replace the drain grommet. Placed grommet on valve first, then forced that assembly into tank. Not trying to be funny here, but if you know which end of a tool goes in your hand and which end is applied to the item you are working on, this is no challenge.

Tank grommet disintegrated and hose was plugged.
Drained the fuel from the tank

Older female with weak strength in hands, maybe an extra set of hands might have helped. Tried dish soap several times on fuel shutoff to lube to get into fuel tank grommet, finally went to 30 weight oil. Lacking enough room to be able to push shutoff valve into grommet, used pliers to hold valve and kept pushing til it finally went it right.
