    Just took apart and follow logic to put back together.
    I recommend to verify with ereplacementpart when you need replacement part.
    Black & Decker told me that this part was not available and I should get rid of the equipment

    Screwdriver, Wrench Set, Star type Allen Wrench

    Removed Crank Handle and Shield covering the belt ---then Replaced the Belt --- The crank Handle had a "Double Allen Wrench set Screws Deep inside the hole they are in --- that was Puzzling for a moment -- but when both Screws were Backed out ---the Crank handle came off easy.
